The Atlantic Declaration is a landmark agreement signed by Rishi Sunak and Joe Biden on June 8, 2023, to strengthen the economic ties between the UK and the US. The declaration aims to enhance cooperation on trade, technology, security and climate change, as well as to counter the challenges posed by China and Russia. The declaration marks a revival of the special relationship between the two countries after the Brexit turmoil. However, it also dashes the hopes of a full trade deal that the Conservatives had promised in their 2019 manifesto. The declaration covers a range of areas, such as:
- Establishing a new partnership on artificial intelligence (AI), with the UK hosting a summit on AI regulation later this year.
- Creating a new framework for digital trade, including provisions on data flows, privacy and cybersecurity.
- Launching a new dialogue on green finance and innovation, with a focus on mobilizing private capital for clean energy projects.
- Expanding collaboration on defense and security, including on nuclear deterrence, cyber defense and space operations.
- Supporting global health and pandemic preparedness, including through the COVAX facility and the Global Health Security Agenda.
The declaration also reaffirms the commitment of both countries to uphold democratic values, human rights and the rule of law, as well as to support multilateral institutions such as NATO, the UN and the WTO. Sunak and Biden hailed the declaration as a “new partnership for a new age”, saying it would benefit both economies and promote global stability. They also expressed their friendship and admiration for each other, with Biden calling Sunak “a man of vision and courage” and Sunak praising Biden’s “leadership and wisdom”.
